摘要
粤港澳大湾区是我国开放程度最高、经济活力最强的区域之一,在国家发展大局中具有重要战略地位。建立以“同一个湾区、同一个标准”为目标的“湾区标准”,是推动粤港澳大湾区规则统一、融合发展最有力、最有效的抓手。本文介绍了“湾区标准”的建设背景和意义,并以食品类“湾区标准”为例,阐述了“湾区标准”在探索粤港澳三地规则衔接方面存在的问题及解决思路,提出建设高品质食品标准体系,满足大湾区人民对安全优质食品的需求。“湾区标准”从2021年建设至今,发布了一批标准,入选了粤港澳大湾区规则机制对接典型案例,促进了粤港澳三地政府与行业间的交流与合作,也推动了大湾区产业的高质量发展。
The Guangdong-Hong Kong-Macao Greater Bay Area holds a significant strategic position in China's national development as one of the most open and economically vibrant regions.To promote the unification of rules and integrated development of the area,the"Bay Area Standard"has been established with the goal of"One Bay Area,One Standard".This paper presents the background and importance of constructing the"Bay Area Standards".Taking the"Bay Area Standards"for food products as an example,it explains the problems and ideas for solving them,and proposes a solution to the problems in exploring the convergence of the regulations of Guangdong,Hong Kong and Macao.Furthermore,this paper discusses the problems and solutions of"Bay Area Standards"in exploring the convergence of the regulations of Guangdong,Hong Kong and Macao.Since the establishment of the"Bay Area Standards"in 2021,several standards have been released.These standards are selected as typical cases of the interface of rules and mechanisms of the Guangdong-Hong Kong-Macao Greater Bay Area.They promote exchanges and cooperation among the governments and industries of Guangdong,Hong Kong,and Macao,as well as the high-quality development of industries in the Greater Bay Area.
