激励还是约束:双重环境规制与区域绿色经济发展——基于绿色技术创新的中介作用分析

Incentive or Constraint:Dual Environmental Regulation and Regional Green Economy Development:Analysis on the Mediating Role of Green Technology Innovation

在创新、协调、绿色、开放、共享的新发展理念指引下,利用环境规制工具驱动绿色技术创新,是引领区域绿色经济发展的重要路径。论文基于2010-2021年70个大中型城市的数据,探究了命令控制型和市场激励型两种环境规制与区域绿色经济发展之间的关系,并将绿色技术创新纳入分析框架,着重分析其传导路径、非线性影响及区域异质性。研究发现:不同类型环境规制的作用效果存在显著的差异。环境规制有利于从正面激励和反面倒逼两个方向促进绿色技术创新,从而促进绿色经济发展;命令控制型环境规制和绿色技术创新均在超过一定阈值后发挥作用,且在经济发展程度越高,环境规制越完善的地区作用效果越好。因此,应从建立健全环境规制体系、强化绿色技术创新能力、设计差异化政策入手,发挥环境规制和绿色技术创新对绿色经济发展的推动作用。

Under the guidance of the new development concept of innovation,coordination,green,open and sharing,the use of environmental regulation tools to drive green technology innovation is an important path to lead the development of regional green economy.Based on the data of 70 large and medium-sized cities from 2010 to 2021,this paper explores the relationship between two types of environmental regulations,command-and-control and market-incentive,and regional green economy development,and puts green technology innovation into the analysis framework,focusing on its transmission path,nonlinear impact and regional heterogeneity.The results show that there are significant differences in the effects of different types of environmental regulations.Environmental regulation is conducive to promoting green technology innovation in both positive and negative directions,thus promoting the development of green economy.Both command-controlled environmental regulation and green technology innovation play a role when they exceed a certain threshold,and the higher the level of economic development and the more perfect the environmental regulation,the better the effect.Therefore,we should establish and improve the environmental regulation system,strengthen the green technology innovation ability,and design differentiated policies to play the role of environmental regulation and green technology innovation in promoting the development of green economy.
