摘要
利用2007-2021年中国31个省份(港澳台地区除外)的面板数据,采用引入能源和资源因素的C-D函数和熵权法测算各省级的经济绿色发展和节能降耗水平,实证检验了节能降耗对经济绿色发展的影响机制。研究发现:在空间布局上,节能降耗可推动经济绿色发展,且不同区域助推效果存在差异,东部地区和中西部的低水平节能降耗地区效果更显著。从结构异质性来看,这种助推效果主要依靠能源效率和节能投入的边际增长,合理的一次能源消费和产业结构有利于经济绿色发展。影响机制研究发现,技术创新和环境规制可助推经济绿色发展。基于此,提出加强地区能源建设、因地制宜推进能源建设、加大能源科技创新与构建能源节约环境等政策建议。
Using the panel data of 31 provinces(excluding Hongkong,Macao,and Taiwan regions)from 2007-2021,the C-D function of energy and resource factors and the entropy authority were used to calculate the economic green development and energy saving and consumption reduction level of the provinces.The paper empirically tests the impact mechanism of energy conservation and consumption reduction on economic green development.The study found that in terms of spatial layout,energy conservation and consumption reduction can promote green economic development,and there are different boosting effects in different regions.The effects of the eastern region and low-level areas in the central and western regions are more significant.From the perspective of structural heterogeneity,this boost effect mainly relies on the marginal growth of energy efficiency and energy conservation input,and the reasonable primary energy consumption and industrial structure are conducive to green economic development.The research of influencing mechanisms found that stimulating technological innovation and influencing environmental regulation can promote economic green development.Based on this,the policy suggestions are put forward on strengthening regional energy construction,promoting energy construction according to local conditions,increasing energy science and technology innovation and building energy saving environment.
