海南自贸港建设中外国人入出境安全管控研究

Study on the Security Control of Foreigners’Entry and Exit in the Construction of Hainan Free Trade Port

为实现2025年海南自贸港“一线”放开,“二线”管住,岛内人员、资本、货物、信息数据等要素自由流通,确保海南自贸港具备封关运作条件,形成自由、便利的外国人入出海南安全管控新格局,使海南自贸港安全、稳定运行和可持续发展,结合海南外国人入出境和外国人违法犯罪案件现状,对海南外国人入出境安全管控形势进行分析,提出健全完善海南自贸港法律制度,优化外国人管理机制,强化外国人入出境安全管控环节,积极调动社会力量实现社会共治,提高通关效率优化通关环境,实现海南自贸港科技精准赋能等对策。

The purpose of this study is to ensure that Hainan Free Trade Port is ready for island-wide special customs operation with the Port’s“front line”opened up and the“second line”controlled by 2025,allow the free flow of elements such as personnel,capital,goods,information data within the island,facilitate the safe entry and exit of foreigners in Hainan with a new security control framework established,and ensure the secure and stable operation as well as sustainable development of Hainan Free Trade Port.Based on the current situation of foreign⁃ers’entry and exit in Hainan and foreign-related illegal criminal cases,this paper analyses the security control situ⁃ation to formulate strategies for the security control over foreigners’entry and exit in Hainan Free Trade Port.These strategies include improving the legal system of Hainan Free Trade Port to optimize management mechanisms for foreigners and strengthen the control of foreigners entering and exiting the country,actively mobilizing social forces to achieve social governance,implementing technological empowerment to effectively improve customs clearance efficiency and optimize the customs clearance environment.
