新质公安战斗力是公安机关履行新时代赋予的职能和任务的力量基础,是公安工作现代化、公安事业高质量发展的基础。新质公安战斗力指公安机关及其人民警察履行现代化条件下新使命新职能新任务的能力和效能,是公安机关为防范与治理新时代安全稳定风险而催生的公安战斗力,其演进与生产力和经济社会发展息息相关。新质公安战斗力构成要素包括公安队伍、警用设施装备、警务作战附加条件、警务工作对象及其优化组合、改革创新,具有政治性、整体性、层次性、动态性、时代性、智慧性、创新性等特点。新质公安战斗力的生成路径包括:在宏观层面建立“理论+要素+系统”新质公安战斗力生成战略,在中观层面完善“专业+机制+大数据”新型警务运行模式,在微观层面完善“监测+预警+反制”现代警务实战体系。
