京津冀协同发展视域下校局同城一体化共建机制研究——以中国人民警察大学为例

Urban Integration and Co-construction Mechanism of Academies and Bureaus from the Perspective of Collaborative Development in Beijing-Tianjin-Hebei Region—A Case Study of China People’s Police University

推动京津冀公安机关和公安院校同城一体化建设,既是贯彻京津冀协同发展战略的必然要求,也是奋力开创公安工作现代化建设新局面的重要举措。分析同城一体化建设的时代背景、内涵特征、建设目标,以中国人民警察大学为例,提出实践路径:加强顶层设计,完善保障机制;突出科技引领,创新发展机制;聚焦人才共育,完善共享机制;坚持实战导向,强化联动机制;强化过程管理,健全落实机制;开展效益评价,建立反馈机制。

Promoting the integration of public security organs and public security academies within the Beijing-Tianjin-Hebei region is not only a necessary requirement for adhering to the development strategy of coordinated development in the Beijing-Tianjin-Hebei region,but also an important measure to vigorously promote moderniza⁃tion of public security work.Based on the analysis of the background,connotation and construction goals of the urban integration,this paper takes China People’s Police University as an example to propose such practical paths as deepening top-level design to improve guarantee mechanism,emphasizing science and technology to innovate development mechanisms,focusing on joint talent cultivation to improve sharing mechanisms,adhering to real combat orientation to strengthen linkage mechanisms,strengthening process management to improve implementation mechanisms,conducting effectiveness evaluation to establish feedback mechanisms.
