遵循与偏差:高等职业教育专业群治理中的政府行为研究

摘要 政府作为国家的行政机构,在现代职业教育治理中通常发挥着主导作用。在高等职业教育专业群治理中,中央与地方政府作为治理主体会因自身政绩导向差异而存在不同的行为逻辑。通过梳理对比中央和地方政府在高职院校专业群建设中治理理念、治理体制、治理评价背后的行为表征发现,中央与地方政府在多重行为逻辑下存在科层制推进与多元治理差异、政策顶层设计与主体实践差异、唯标志性成果与绩效评价差异等行为偏差。 As a national administrative organization,the government typically plays a leading role in the governance of modern vocational education.In the governance of specialty cluster of higher vocational education,the central and local authorities,as the governing bodies exhibit different behavioral logics due to the differences in their own performance orientation.By comparing the behavioral characteristics behind the governance concept,governance system and governance evaluation of central and local authorities in the construction of specialty cluster,this study reveals significant behavioral deviations between the two levels of government.These deviations are stem from factors such as differences between bureaucracy and multi-governance,discrepancies between top-level policy design and practical implementation by the key stakeholders,and the emphasis on symbolic outcomes versus comprehensive performance assessments.
