摘要
传统是重要的。把“找回传统”视作中国公共管理学科建设的一种路径,就是主张继续重视传统治国理政智慧以及前辈学人在其教研思路中体现的“重视传统”的学术传统。当下中国公共管理学科对“传统”的观照不足,存在“缺口”,按照“缺什么补什么”的思路,需要找回传统以补齐缺口。找回传统,在操作层面需要做到找回主流、找回现场、找回课程、找回老师;在组织层面必须重视大学以及与大学有着联系的其他组织所能提供的组织条件;在观念层面已经具备了由国家自觉、文化自觉和学科自觉提供的观念支撑。
Traditions make sense.As a possible path to construct the discipline of public administration in China,“bringing the traditions back in”advocates continuing to attach importance to both the wisdom of traditional governance and the academic tradition of“valuing traditions”reflected in the teaching and research ideas of senior scholars,which can be due to the“gaps”,that is,the current discipline of public administration in China lacks attention to the above traditions,and it has become a must to make up such gaps.To bring the traditions back in,at the operational level,it is necessary to rediscover the mainstreams,to revisit the historical scenes,to rebuild the curriculum,and to redevelop the teachers;at the organizational level,it is important to pay attention to the organizational conditions set by how universities being working and connecting with other organizations;and at the conceptual level,such a path has already been supported by the conditions of national consciousness,cultural consciousness,and disciplinary consciousness.
