摘要
随着全球对气候变化的关注不断升温,降低城市碳排放成为我国实现绿色发展的重要课题。基于2007-2021年我国261个地级市面板数据,采用双重差分模型和机制检验实证分析创新型产业集群试点政策对城市碳排放的影响及其作用机制。实证研究发现,创新型产业集群试点政策能显著抑制城市碳排放。异质性检验发现,创新型产业集群试点政策对城市碳排放的抑制作用在东部地区、非资源型地区显著。机制检验表明,技术创新和产业结构升级是创新型产业集群试点政策推动城市碳减排的两个途径。由此提出发挥集群效应扩大创新型产业集群范围、积极推动各城市产业结构升级和技术创新、对不同发展层次及资源禀赋不同的城市采用分类实施策略的相关建议。
As global attention to climate change continues to heat up,reducing urban carbon emissions has become an important issue for my country to achieve green development.Based on panel data of 261 prefecture-level cities in my country from 2007 to 2021,a double difference model and mechanism test are used to empirically analyze the impact of innovative industrial cluster pilot policies on urban carbon emissions and their mechanism.Empirical research has found that innovative industrial cluster pilot policies can significantly curb urban carbon emissions.The heterogeneity test found that the innovative industrial cluster pilot policy has significant inhibitory effect on urban carbon emissions in the eastern region and non-resource-based areas.Mechanism testing shows that technological innovation and industrial structure upgrading are two ways for innovative industrial cluster pilot policies to promote urban carbon emission reduction.Therefore,relevant suggestions are put forward to give full play to the cluster effect to expand the scope of innovative industrial clusters,actively promote the upgrading of industrial structure and technological innovation in various cities,and adopt classified implementation strategies for cities with different development levels and resource endowments.
