摘要
以国家公共机构领域的“双碳”目标为引领、“十四五”“数字赋能行动”要求为驱动,以公共机构能源资源消费数据统计三类“痛点”问题为导向,建立公共机构能源资源消费统计数据治理框架与相关模型、定义数据治理核心任务、提出解决方案,并基于全国产化技术架构设计实现了一套贯彻数据治理理念、支持数据精细采集、专业校验、高效存取、智能利用的公共机构能源资源消费数据统计系统,为提升数据质量、释放数据价值赋能,满足新时期公共机构节能降碳重大需求提供坚实支撑。
Guided by the"Double Carbon"goal in the field of national public institutions,driven by the requirements of the"14th Five-Year Plan"and"Digital Empowerment Action",and guided by the three types of"bottle necks"in public institutions'energy resource consumption data statistics.The statistical data governance framework and related models of energy and resource consumption by public institutions are established,define core tasks of data governance,propose solutions,and implement a set of implementing data governance concepts,supporting fine data collection,professional verification.The efficient:access and intelligent utilization of public institutions'energy resource consumption data statistical system provides solid support for improving data quality,releasing data value empowerment,and meeting the major needs of public institutions for energy saving and carbon reduction in the new era.
