“双网格化”何以赋能基层社会治理——基于“组织—技术—行动”的分析

How Can“Dual-grid”Governance Enable Social Governance at the Grass-roots Level?——Based on the Analysis of“Organization-Technology-Action”

“双网格化”是对传统网格化管理的迭代升级,也是基层社会治理转型的必然要求。“双网格化”治理体系从组织、技术与行动三个维度发力,助力基层社会治理。组织层面,以多元主体的引入和赋能形成“一核多元”的主体结构破解原本基层社会治理“孤军奋战”的能力困境;技术层面,充分利用数字技术打破行政壁垒,连接“信息孤岛”,引领基层社会的整体性治理,利用数字技术赋能治理主体,撬动基层社会参与式治理;行动层面,完善“网格吹哨、部门报到”的机制,实现基层社会治理过程中的上下联动、左右协同,切实提升基层社会治理的实践效能。“双网格化”通过构建虚拟网格和实体网格,联动化解风险、提供服务,有效维护了社会秩序、提高了公共服务供给的效率并且成为构建共建共治共享社会治理格局的重要助推力。

The“dual-grid”is an iterative upgrade of traditional grid management and an inevitable requirement for the transformation of grass-roots governance.The“dual-grid”governance system contributes to grass-roots governance from three dimensions:organization,technology and action.At the organizational level,the introduction of multiple subjects and empowerment to form a“One Core with Diversified”participants structure to break the original grass-roots governance“alone”ability to struggle.At the technical level,digital technology has been fully utilized to break down administrative barriers,connect“information islands”,lead the holistic governance of grass-roots society,and empower the main body of governance with digital technology to pry the grassroots society into participatory governance.At the action level,the mechanism of“grid whistle for department arrival”has been perfected to realize the up-and-down linkage and left-right synergy in the process of grass-roots governance,so as to actually enhance the effectiveness of grass-roots social governance in practice.Through the construction of virtual and physical grids,“dual-grid”have been linked to the resolution of risks and the provision of services,significantly maintaining social order,improving the efficiency of public service provision,and becoming an important driving force in the construction of a social governance pattern of common governance and sharing.
