产业市场联合驱动还是政府科技互动转化促进中国绿色经济效率的提升?——基于高质量发展视角下的模糊集定性比较分析

The Industry-Market Co-Driving or the Government’s Interactive Transformation of Science and Technology to Promote the Efficiency of China’s Green Economy:A Study of fsQCA Based on the Perspective of High-Quality Development

提高绿色经济效率已成为中国经济由高速增长阶段转向高质量发展阶段的关键所在。基于高质量发展的分析视角,选取政府环境规制、科技创新、社会公众、产业结构和市场化程度五个方面,构建提升绿色经济效率的整合性框架,以中国30个省份为案例,运用模糊集定性比较分析法探讨中国绿色经济效率提升的多元实现路径。研究结果表明:(1)单个影响因素的一致性水平位于0.45~0.84范围内,即单个条件均不构成影响绿色经济效率的必要条件,多方面组织协调合作是提升绿色经济效率的有力保障;(2)组态分析的中间解显示,存在四条提升绿色经济效率的实现路径,具体归纳为以产业结构和市场化程度为核心条件的联合驱动路径,以政府规制和科技创新为核心条件的互动转化路径;(3)地方政府应根据自身发展特点和资源禀赋,从组态视角着力于多重协同前因条件的适配以“因地制宜”地制定绿色经济效率有效提升的政策和措施。

Improving the efficiency of green economy has become the key to shift China’s economy from a high-speed growth stage to a high-quality development stage.Based on the analytical perspective of high-quality development,an integrated framework for improving the efficiency of green economy was constructed,and taking 30 provinces and cities in China as cases,fsQCA was used to explore the multiple ways to achieve the efficiency improvement of China’s green economy.The results show that:(1)the consistency level of individual influencing factors is in the range of 0.45~0.84,that is,none of the individual conditions constitute a necessary condition affecting the efficiency of high green economy.Multi-faceted organization coordination and cooperation is a strong guarantee for improving the efficiency of green economy.(2)The configuration analysis shows that there are four paths to achieve high green economic efficiency,which are specifically summarized as industrial structure and market-oriented joint driving paths,interactive transformation path of government regulation and scientific and technological innovation.(3)Local governments should focus on the adaptation of multiple collaborative antecedents from a configuration perspective based on their own development characteristics and resource endowments,in order to formulate policies and measures that effectively improve green economic efficiency according to local conditions.
