乡村数字治理平台所思、所虑、所为--基于浙江桐乡“四治融合”的个案研究

Thoughts,Considerations,and Actions of Rural Digital Governance Platform--A Case Study Based on the'Four Governance Integration'in Tongxiang

数字乡村建设是乡村振兴不可或缺的一环,而乡村治理数字化则是数字乡村建设的重要内容。本文通过对浙江桐乡应用数字平台实现乡村数字治理“四治融合”的实践案例分析,阐述其数字平台优化治理结构、改善治理流程、提升治理能力的运行机制,发现其数字平台的运转还面临着超前化、表面化、压力化等现实难题。针对桐乡数字平台存在问题,提出数字平台建设发展应强调人本理念、加强协同效率、发挥减负功能,使数字平台赋能乡村更好地实现数字治理。

Digital rural construction is an indispensable part of rural revitalization,and digitalization of rural governance is a significant component of digital rural construction process.Through the analysis of Zhejiang Tongxiang's practical case,where achieve the integration of rural digital governance,this article elaborates on the operational mechanism of optimizing governance structure,improving governance processes,and enhancing governance capabilities of its digital platform.It is found that the operation of its digital platform still faces practical challenges such as being ahead of schedule,superficial,and under pressure.In response to the problems existing in the digital platform of Tongxiang,it is proposed that the construction and development of digital platforms should emphasize the concept of people-oriented,strengthen collaborative efficiency,and play a role in reducing burden,so that digital platforms can empower rural areas to better achieve digital governance.
