2022北京冬奥会的成功申办标志着中国的校园冰雪运动进入了一个快速增长的阶段。习近平总书记提出了“吸引三亿人参与冰雪活动”目标,这为学校冰雪运动带来了前所未有的历史机遇。根据国家体育总局发布的《冰雪运动发展规划(2016-2025年)》,预测到2025年,将选拔超过700所示范性学校和5000所具有冰雪运动特色的学校。黑龙江省在3月22日发布的《黑龙江省冰雪经济发展规划(2022-2030年)》,明确提出了建设哈尔滨市冰雪体育活动的核心区域的目标。早在20世纪,哈尔滨市就已经启动了一个名为“百万青少年上冰雪”的项目,教育部正在积极推动“一校一品”的项目建设,并已将冰雪教育列为中考的必考内容,目前这也是中国冰雪特色学校选拔的主要地区之一。该研究以哈尔滨市中小学冰雪运动进入校园的发展状况为研究焦点,这具有一定程度的代表性。

The successful bid for the 2022 Winter Olympics marks a rapid growth phase for our country's campus ice and snow sports.General Secretary Xi Jinping has proposed the goalof 'attracting 300 million people to participate in ice and snow activities,'which brings unprecedented historical opportunities for school ice and snow sports.According to the Development Plan of Ice and Snow Sports(2016-2025) released by the State General Administration of Sports,it is predicted that more than 700 exemplary schools and 5,000 schools with characteristics of ice and snow sports will be selectedby 2025.Ice and Snow Economic Development Plan of Heilongjiang Province(2022-2030) released on March 22nd,explicitly stated the goal of building the core area of ice and snow sports activities in Harbin.As early as the 20th century,Harbin had initiated a project called 'Millions of Youth participating inice and snow sports.' The Ministry of Education is actively promoting the 'one school,one specialty' project,and has listed as a mandatory content for the high school entrance examinationin the ice and snow education,which is also one of the main areas of selection of schools specializing in ice and snow in China.At present,this is also one of the main areas for the selection of Chinese ice and snow specialty schools.This study focuses on the development of snow and ice sports in primary and secondary schools in Harbin City,which is representative to a certain extent.
