摘要
2024年7月5日,湖南省洞庭湖团洲垸一线堤防发生溃口,宽度迅速发展至226 m,溃堤洪水涌入团洲垸,淹没范围约47 km2,蓄洪量约2.21亿m3。为支撑团洲垸溃口封堵、钱团间堤防守、第三道防线建设、抽排方案制定等应对工作,水利部防洪抗旱减灾工程技术研究中心(水旱灾害防御中心)基于洪水风险图成果、多源遥感监测数据、无人机监测成果、AIV技术、数字孪生技术等,根据团洲垸堤防险情应对工作实践,提出了基于遥感监测和水动力模型相互补充的堤防溃口险情应对支撑技术体系,构建了团洲垸、钱粮湖垸、大通湖垸整体精细化的二维水动力模型,开展了团洲垸溃决洪水淹没全过程推演分析,并依托自主研发的水利遥感应急监测系统平台,监测了团洲垸溃口发展过程,估算了溃口处流速,相关成果为水利部、湖南省水利厅等单位应急决策提供了科学依据。
On July 5,2024,a embankment-break of Tuanzhou Township alongside the Dongting Lake,with a width rapidly expanding to 226 meters.Floodwater entered into the Tuanzhou Township and submerged an area about 47 km2 with a storage capacity of about 221 million m3.In order to block the breach of Tuanzhou Township Embankment,protect the Qiantuanjian Embankment,build the third line of defense and formulate drainage plans,the Research Center on Flood&Drought Disaster Prevention and Reduction of the Ministry of Water Resources proposed a technical support system for responding to the risks of embankment-break with complementation of remote sensing monitoring and hydrodynamic models,based on results of flood risk mapping,multi-source data of remote sensing monitoring,results of unmanned aerial vehicle monitoring,AI video flow measurement technology and digital twin technology,as well as working practice of disaster prevention for the Tuanzhou Township Embankment.A refined two-dimensional hydrodynamic model of Tuanzhou Township Embankment,Qianlianghu Embankment and Datongghu Embankment was constructed to analyze the flood inundation and drainage process.Relying on self-developed platform for remote-sensing emergency monitoring,the process of Tuanzhou Embankment breach was monitored.The research results provide a scientific basis for the emergency decision-making of the Ministry of Water Resources and Water Resources Department of Hunan Provincial.
