“两手发力”推进灌区投建运一体化建设探析

Exploration and analysis of advancing the integration of investment,construction,and operation in irrigation areas with the“synergy of government and market”

灌区是我国粮食安全的基础保障。坚持“两手发力”,鼓励吸引社会资本通过投建运一体化模式参与灌区建设,对推动灌区现代化建设、保障粮食安全具有重要意义。以中国南水北调集团水网水务投资有限公司创新探索为例,分析了灌区投建运一体化模式及其优势,介绍了公司在安徽淠史杭灌区金安片何山先导区和辽宁辽阳灌区两个项目的实践成效,总结提出依法合规争取资金支持、统筹落实各类资金来源、广泛谋划合理投资收益渠道、建成符合现代化标准的完备设施、科学管理以降低运营风险的五点启示,并提出政府层面进一步完善工作的相关建议。

Irrigation areas are the foundation of food security in China.Adopting the“synergy of government and market”approach that encourages and attracts social capital to participate in irrigation area development through the integration of investment,construction,and operation(IICO)is of great significance for promoting modernization in irrigation areas and ensuring food security.This paper uses the innovative explorations of China South-to-North Water Diversion Group Water Network and Water Utility Investment Co.,Ltd.as a case study to analyze the IICO model and its advantages.The paper introduces the effectiveness of the company’s practice in two projects:the Heshan Pilot Zone in the Jin’an section of the Pishihang Irrigation Area in Anhui Province and the Liaoyang Irrigation Area in Liaoning Province.It summarizes five key insights:legally and compliantly securing funding support,coordinating and implementing various funding sources,widely planning reasonable investment return channels,building facilities that meet modern standards,and managing operations scientifically to reduce risks.The paper also provides suggestions for the government to further improve the policy environment.
