Youth,as a crucial social group in state development, have perceptions of both state and personal development that determine whether they can become a driving force for a country’s progress. The research data from the“the Social Mentality Survey of Chinese Young Netizens(2009-2021)”indicate that the youth recognition of state development is characterized by high political identification and moderate stateism. In terms of personal development, their perception of personal development emphasizes economic independence and a unique life journey experience. The tension between state and personal development is mainly reflected in the following areas:the diminished subjective perception among youth after the decline in social mobility, the sense of unfairness and relative deprivation caused by new material scarcity, and the different manifestations of intergenerational conflict when balancing values and economic interests. In the process of the Chinese Path to Modernization,it is crucial to pay close attention to whether new-generation youth perceive social policies as empowering their“subjectivity”as well as the impact of a mentality of marginalization and the cognitive“information cocoons”effect, shaped by a self-centered worldview,on state development.
