摘要
人才是“第一资源”,是战略决胜的第一关键。新时代河南省人力资源服务业面临新的挑战和机遇,针对人力资源服务业的外资准入限制取消、跨地域人力资源服务兴起、新质生产力倒逼人力资源服务业转型升级、人才体制机制有待改革创新、本土化人力资源优质品牌和产品相对缺乏等问题,应当从创新人才政策、促进人力资源市场规范化、打造人力资源服务本土品牌、促进人才体制机制改革创新、推进人力资源行业数字化转型、打造专业化人才队伍、提升人力资源服务业应对危机的能力、打造人力资源服务业的多元化牵引力、融入全国统一人力资源大市场等方面持续发力,引领河南省人力资源服务业高质量发展,充分激发人才动能。
As the“first resource”,talent is the crucial key for strategic victory.In the new era,the human resource service industry in Henan province faces new challenges and opportunities.There still exist some problems concerning the talents,for example,the cancellation of foreign investment access restrictions,the rise of trans-regional human resource services,the transformation and upgrading of the human resource service industry forced by new quality productivity,the talent system and mechanism to be reformed and innovated,and the relative lack of localized quality brands and products of human resources etc..In view of these problems,we should try to innovate the talent policies,promote the standardization of the human resource market,build up the local brands of human resource service,promote the reform and innovation of the talent system and mechanism,and promote the digital transformation of the human resource industry.We should also make efforts to build up a professional talent team,improve the ability of the human resource service industry to cope with the crises,create the diversified traction force of the human resource service industry,and integrate into the national unified human resource market,so as to guide the high-quality development of human resource service industry and fully stimulate the kinetic energy of the talents.
