江苏省推进生态环境导向的开发(EOD)模式探索及实践

Exploration and Practice of Promoting EOD Mode in Jiangsu Province

生态环境导向的开发(EOD)模式是贯彻落实绿水青山就是金山银山的理念,解决生态环境治理与产业发展瓶颈的重要举措。江苏省高度重视EOD模式,在相关政策出台及项目推进实施等方面强化改革创新,积极探索,多措并举,取得了显著成效。本文对江苏省在推进EOD模式的重点举措及主要成效从四个方面进行归纳总结,以期为EOD项目的进一步实践推广和政策制度创新提供案例和借鉴。

The Eco-environment Oriented Development(EOD)mode is an important measure to implement the concept of"green mountains and clear waters are as valuable as mountains of gold and silver"and solve the bottleneck of ecological environment governance and industrial development.Jiangsu Province attaches great importance to the EOD mode,strengthens reform and innovation in relevant policy formulation and project implementation,actively explores and adopts multiple measures,and has achieved significant results.This article summarizes the key measures and main achievements of Jiangsu Province in promoting the EOD mode from four aspects,providing cases and references for further practical promotion and policy and institutional innovation of EOD projects.
