国家发展逻辑转变与新时代西部大开发战略的操作重点研究

Research on the Transformation of National Development Logic and the Operational Focus of the Western Development Strategy in the New Era

在不同的发展阶段,国家面临的最优发展模式截然不同。立足百年未有之变局的时代背景,从发展环境、发展条件、发展阶段与发展目标等四个层面,指出当前我国面临的发展逻辑已经发生了深刻转变。在此基础上,结合西部地区发展实际,明确了这种发展逻辑的转变会从发展方式、发展格局、发展动力、发展载体等四个层面对新时代西部大开发战略提出新的挑战与要求。进一步分析表明,统筹发展和安全、加快构建新发展格局、加快建设全国统一大市场、加快发展新质生产力是国家发展逻辑转变对西部地区发展质量产生影响的具体表现。最后,结合西部地区适应新发展逻辑的不足与短板,提出坚持以提高统筹发展和安全的能力为战略主线、以提高构建新发展格局的能力为战略目标、以全国统一大市场建设的要求为战略保障、以提高发展新质生产力为战略重点是新时代西部大开发战略的操作重点,以期为西部大开发战略的有效实施提供更有价值的参考。

In different stages of development,the optimal development model faced by the country is very different.Based on the historical background of the unprecedented changes in a century,from the four levels of development environment,development conditions,development stages and development goals,this paper point out that the current development logic facing China has undergone profound changes.On this basis,combined with the actual development of the western region,it is clear that the transformation of this development logic will put forward new challenges and requirements for the western development strategy in the new era from the four levels of development mode,development pattern,development momentum and development carrier.Further analysis shows that coordinating development and security,accelerating the construction of a new development pattern,accelerating the construction of a unified national market,and accelerating the development of new productivity are the specific manifestations of the impact of the transformation of national development logic on the development quality of the western region.Finally,combined with the shortcomings and shortcomings of the western region to adapt to the new development logic,this paper puts forward the operation focus of the western development strategy in the new era from four aspects:adhering to the strategic main line of improving the ability of overall development and security,improving the ability of building a new development pattern as the strategic goal,taking the requirements of the national unified market construction as the strategic guarantee,and improving the development of new quality productivity as the strategic focus,in order to provide more valuable reference for the effective implementation of the western development strategy.
