高校“双一流”建设专门管理机构的类型考证与生成机理

摘要 基于组织一致性模型的视角,以126所“双一流”建设高校“双一流”建设专门管理机构为调查对象,通过收集该机构设置与规范运作情况的相应数据,结合对高校相关人员的访谈,着力考证该机构的设置类型与生成机理。调查发现,高校“双一流”建设专门管理机构,主要存在六种类型;这六种类型的生成主要取决于三个要素及其相互作用:一是环境,即高等教育系统及其“双一流”建设战略的制度激励和政策推动;二是资源,即高校经费至上和人力匹配的强力支持;三是历史,即机构设置与规范运作存在的制度惯性和路径依赖。这些要素总体上能够保证该机构组织一致性的达成,但在机构运作的独立性、管理人员专业素养、组织学术文化创新等方面仍然存在伤害组织一致性的隐患。高校可考虑进一步增强该机构设置和运作的独立性,充分发挥专业管理和研究人员的能量,提升非正式组织安排的效力并以此促进组织学术文化的创新。 Based on the perspective of the organizational consistency model,this research investigates 126"doublefirst-class"construction colleges and universities by collecting relevant data on the establishment and operation of these institutions,as well as conducting interviews with key personnel in academia,this study focuses on examining the types and mechanisms involved in their establishment.The investigation reveals that there are six distinct categories of specialized management institutions for the"double first-class"construction in colleges and universities.The formation of these six categories primarily relies on three key elements and their interactions:Firstly,the environment,encompassing institutional incentives and policy promotion within the higher education system as well as its"double first-class"construction strategy;Secondly,resources,including substantial support from university funding and appropriate allocation of manpower;Lastly,historical factors such as institutional inertia and path dependence present in the establishment and operation of these institutions.The aforementioned elements generally contribute to the organizational consistency of the institution;however,potential risks lie within the autonomy of its operations,managerial expertise,and academic culture innovation,The universities may consider further enhancing the autonomy in establishing and operating institutions,fully leveraging the expertise of professional managers and researchers,strengthening the effectiveness of informal organizational arrangements,thereby fostering innovation in the academic culture of the organization.
