摘要
高校分类发展是高等教育体系内部结构功能互补、结构稳定与整体功能发挥的需要,必须遵循多元共生的价值逻辑、自主办学定位的内生逻辑以及顺应社会经济结构的外部逻辑。目前中国高校分类发展存在多重现实障碍,主要表现在传统知识观的“软扼制”扭曲了高校分类发展的价值导向,政府权力的“强干预”压制了高校分类发展的内生动力,社会评价的“潜引导”误导了高校分类发展的方向选择。为此,需要以平等包容的知识观为基础构建多元类型互补互促的高等学校结构体系,以转变角色为重点提升政府对高等学校资源配置的治理能力,以创新第三方评价机制为突破口增强社会对高校发展的引导力。
Classified development of colleges and universities is the need of the internal structure of higher education system for complementary function, structural stability and overall function, and the classified development of colleges and universities must follow the value logic of diversified symbiosis, the endogenous logic of independent education orientation, and the external logic of conforming to the socioeconomic structure. At present, there are multiple practical barriers to the classified development of colleges and universities in China, which are mainly manifested in the "soft stranglehold" of traditional concept of knowledge that distorts the value orientation of university classified development, the "strong intervention" of the government power to suppress the endogenous dynamics of university classified development, and the "subtle guidance" of the social assessment that misleads the direction of university classified development. For this reason, it is necessary to build a structure system of higher education institutions with multiple types of complementarity and mutual promotion based on the concept of equal and inclusive knowledge, to focus on changing roles to improve the government's capacity of higher education institutions' resource allocation, and to innovate the third-party evaluation mechanism as a breakthrough to enhance the guiding power of the society on the development of higher education institutions.
