摘要
文章通过文献梳理和德尔菲法确定了高校科技创新人才培养的18项重要影响因素,应用ISM模型建构出高校科技创新人才培养影响因素的九层三阶解释结构模型,并解析了影响因素间的逻辑关系与作用机制。研究发现:学生认知、奖励制度等表层依赖因素对高校科技创新人才培养及其效果发挥直接作用,高校重视与人才培养目标等作为中间联动因素的关键环节发挥高校科技创新人才培养的中介作用,国家战略急需等根源推动因素通过中间联动因素发挥高校科技创新人才培养的本源作用。在此基础上,提出高校科技创新人才自主培养要凸显鲜明外部逻辑、突出关键因素作用、健全多元作用机制等政策建议。
Through literature review and Delphi method,this paper determines 18 important influencing factors for the cultivation of scientific and technological innovation talents in colleges and universities,applies ISM to construct a 9-layer and 3-order explanatory structural model of the influencing factors,and analyzes the logical relationship and action mechanism among the influencing factors.It is found that the surface-dependent factors such as students'cognition and reward systems play a direct role in the cultivation of innovative talents in colleges and universities and its effects.As the key link of the intermediate linkage factors,the emphasis of colleges and universities and the goal of talent training play an intermediary role in the cultivation of scientific and technological innovation talents in colleges and universities.The root-driven factors such as the urgent need of national strategy play the original role in the cultivation of scientific and technological innovation talents in colleges and universities through the intermediate linkage factors.On this basis,policy recommendations are proposed that the independent cultivation of scientific and technological innovation talents in colleges and universities should highlight the distinct external logic,underline the role of key factors,and improve the multiple mechanism of action.
