政策驱动与市场力量协同赋能体育产业结构升级的机制与路径——基于国家体育消费试点城市政策的实证研究

Research on the Mechanism and Path of Policy and Market Force Coordinated Empowerment of Sports Industry Structure Upgrading—Empirical Study on the Policy of National Sports Consumption Pilot Cities

体育产业结构持续优化升级不仅是体育产业高质量发展的关键驱动力,更是建设体育强国与健康中国的坚实基石。基于2015—2022年中国地级市详尽的面板数据精心构建双重差分模型,旨在精准量化国家体育消费试点城市政策对体育产业结构优化升级的具体影响,并深入剖析市场力量与产业政策间协同并进的协同关系。研究结果显示,体育消费试点城市政策显著加速了试点区域内体育产业结构向更高层次的升级。进一步分析发现,市场力量与政策导向形成的合力对于体育产业结构升级的推动作用更为显著。从城市数字经济发展的异质性角度出发剖析还发现,在数字经济发展相对滞后的城市中,体育消费试点城市政策对于体育产业结构升级的促进作用尤为突出,为这些城市提供了实现跨越式发展的宝贵机遇。总体而言,通过大量的数据梳理和模型建构揭示了体育消费试点城市政策在推动体育产业转型升级中的作用、机制、路径,同时揭示政策实施在要素市场发育、高端数字经济的驱动等方面存在的问题。研究对于理解政策效应推动下的体育消费与体育产业结构升级之间的内在联系有所助益,也期望此研究范式为后续研究提供借鉴和参考。

The continuous optimization and upgrading of the sports industry structure is not only a key driving force for the high-quality development of the sports industry,but also a solid foundation for building a sports powerhouse and a grand blueprint for a healthy China.This study constructs a difference-in-difference model based on detailed panel data of Chinese prefecture level cities from 2015 to 2022,aiming to accurately quantify the specific impact of national sports consumption pilot city policies on the optimization and upgrading of the sports industry structure,and deeply analyze the synergistic relationship between market force and industrial policy.The results show that the policy of sports consumption pilot cities have significantly accelerated the upgrading of the sports industry structure to a higher level in the pilot cities.Further detailed analysis reveals that the combined force of market forces and policy guidance plays a more significant role in promoting the upgrading of the sports industry structure.In addition,this study innovatively analyzes the heterogeneity of urban digital economy development from the perspective of heterogeneity.The results show that in cities where the development of the digital economy is relatively underdeveloped,the promotion effect of Sports Consumption Pilot Cities Policies on the upgrading of the sports industry structure is particularly prominent,providing valuable opportunities for these cities to achieve leapfrog development.Overall,this study reveals the role,mechanism,and path of Sports Consumption Pilot City Policies in promoting the transformation and upgrading of the sports industry through a large amount of data sorting and model construction.At the same time,it discovers problems in policy implementation in the development of factor markets and the driving force of highend digital economy.The research results will be helpful to understand the intrinsic relationship between sports consumption and the upgrading of sports industry structure under the promotion of policy effects,and we also hope that the research paradigm can provide reference and guidance for subsequent research.
