政府购买公共服务对公共体育服务供给效率的影响研究——基于省级面板数据的实证分析

Research on the Influence of Government Purchase of Public Services on the Supply Efficiency of Public Sports Services—Empirical Analysis Based on Provincial Panel Data

摘要 政府购买公共体育服务的范围和规模呈快速增长态势,而政府购买公共服务如何影响公共体育服务供给效率的问题具有复杂性,有待深入研究。运用数据包络法和多元回归分析对2016—2020年30个省市自治区政府购买公共体育服务供给效率进行研究,结果显示:(1)2016—2020年公共体育服务供给效率水平较高,呈稳步上升态势;(2)高效率地区随时间变化逐渐聚集在沿海地区、中部以及西部的部分地区;(3)5年间我国政府购买公共体育服务的比例不高,规模小,对公共体育服务效率有积极影响但不显著;(4)地区经济发展水平和政府对公共体育的支持力度对我国公共体育服务的发展具有显著的积极影响,而购买方式市场化水平低则有显著的负面影响。提出建议:政府加大政策扶持力度,培育健康、有序、可持续发展的服务购买市场;厘清政府、市场、社会组织之间的责任关系,提高地区经济发展水平;政府积极引导公民参与,给予公民参与管理的权利。 The scope and scale of the government's purchase of public sports services are expanding rapidly.However,the influence of the government's purchase of public services on the supply efficiency of public sports services is a complex issue,requiring further investigation.Data envelopment method and multiple regression analysis were employed to examine efficiency of government's purchase of public sports services in 30 provinces,cities and autonomous regions from 2016 to 2020.The result indicated that:(1)The efficiency level of public sports services in China during 2016—2020 was relatively high and rose steadily;(2)High-efficiency regions gradually gathered over time in coastal,central and western areas;(3)In the past five years,the proportion of Chinese government's purchase of public sports services was not high and its scale was small,which had positive but insignificant impact on efficiency of public sports services;(4)The level of regional economic development and government's support for public sports have significantly positive effect on the development of public sports services in our country,while the low marketization level of purchasing methods has significantly negative effect.Suggestions are as follow:The government should enhance policy support,cultivate comprehensive quality of social organizations delivering services,form a healthy,orderly and sustainable service purchase market;Meanwhile,it is neces clarify responsibility relationship among government,market and social organizations,strengthen level of regional economic development and actively guide citizens to participate and grants them right to participate in management.
