“飞地经济”是新时期“先富带动后富”、以产业共建解决发展不均衡问题的重要载体。利益共享机制是“飞地经济”可持续发展的核心因素之一。缺乏国家层面的指导细则,受制于在地统计管理办法,协议承诺的产值、税收等经济指标分成难以兑现等掣肘,成为当前“飞地”园区普遍运行不畅和有可能难以为继的主要原因。对此,需要高度重视利益共享机制在“飞地经济”中的重要作用,通过谋划控制投资的规模,减少利益共享资金压力;构建多元化的收益来源,做大利益共享“蛋糕”;加强顶层设计,为“飞地经济”提供政策指导;优化“飞出地”考核方式,设立利益共享激励指标等,出台“飞地”园区利益分成管理办法和实施细则,构建多元化盈利模式和利益共享机制,打破跨区域管理制度与政策壁垒,促进“飞出地”“飞入地”的合作共赢,保障“飞地”园区的可持续发展。
