新质生产力是推进中国式现代化的重要动力。发展新质生产力需要多重要素予以支撑,这些支撑要素涵盖了理论创新要素、物质基础要素、科技创新要素、社会参与要素、改革创新要素、现代化产业要素、制度保障要素、政策支持要素、人才发展要素等。基于这些要素在加快形成新质生产力中的作用功能,可以将其概括为基础性、过程性和保障性三层要素结构。从支撑要素运行视角来看,发展新质生产力主要有党和政府“主导驱动”、市场机制“根本驱动”以及有为政府和有效市场“协同驱动”三种运行模式,在不同运行模式的驱动下,实现各种要素的系统输入、整合、输出以及信息反馈。当前,加快形成新质生产力、推进经济高质量发展,必须树立系统观念,不断整合优化新质生产力支撑要素的运行路径。既要做好系统输入层面各层次要素的开源节流,也要做好整合层面系统内部的优化衔接,更要做好系统输出层面的主体协同和信息反馈。由此,方能在不断壮大各层次支撑要素、强化其结构功能的基础上,为发展新质生产力提供更加持久的根基保障。

The new quality productivity is an important driving force for promoting the Chinese path to modernization.Developing new quality productivity requires support from multiple elements,encompassing elements as theoretical innovation,material foundation,technological innovation,social participation,reform innovation,modern industrial,institutional guarantee,policy support,talent development,and others.Based on the functional roles of these supporting elements in accelerating the formation of new quality productivity,they can be structured into three layers:foundational,procedural,and safeguarding elements.From the perspective of the operation of supporting elements,the development of new quality productivity primarily operates through three modes:the“dominant drive”of the Party and government,the“fundamental drive”of market mechanisms,and the“coordinated drive”of a proactive government and an effective market.Under the drive of different operation modes,systematic input,integration,output,and information feedback of various elements can be achieved.In the new journey,to accelerate the formation of new quality productivity and promote high-quality economic development,it is necessary to establish a systematic concept,continuously integrate and optimize the operational paths of the supporting elements of new quality productivity.This involves optimizing the sourcing and conservation of elements at various levels in the input stage,strengthening the internal cohesion at the integration level,and enhancing the coordination of subjects and information feedback at the output level.Only then can a more enduring foundation guarantee be provided for the development of new quality productivity,while continuously strengthening the structural functions of various support elements.
