摘要
科技创新高地作为一种跨区域、协同合作的创新组织形式,为全球科技创新和区域高质量发展提供了新思路和新方向。美国加州101号公路科创高地、日本“东京-横滨-筑波”科创高地和英国M4创新高地作为国际领先的科技创新高地,在人才培育、产业引领、金融服务、政府支持等多方面形成了较为成熟的发展模式,对中国科技创新高地建设具有重要的借鉴意义。分析国际典型科技创新高地的建设和发展经验,提出一系列旨在促进中国科技创新高地有效建设和发展的建议:通过培育人才资源打造知识高地、推动产学研协同打造技术高地、构筑精神支柱打造文化高地、政府积极参与打造创新生态高地、主体和区域联动打造一体化高地。
The scientific innovation hub is a cross-regional and collaborative innovation organization form,which provides new ideas for world science and technology innovation and regional high-quality development.California Highway 101,Tokyo-Yokohama-Tsukuba and the U.K.’s M4 Scientific Innovation Hub have formed mature models in many aspects,such as talent cultivation,industrial guidance,financial service and government support,which has important reference significance for the construction of China’s scientific innovation hub.By studying the construction and development experience of typical international corridors,this paper puts forward some suggestions,such as building knowledge hubs by cultivating talent resources,promoting industry-universityresearch collaboration to build technology hubs,constructing spiritual pillars to create cultural hubs,actively participating in building innovation ecological hubs by the government,and building integrated hubs by subject and regional linkage,to promote the construction of scientific innovation hubs in China.
