摘要
为全面实现近岸海域水质目标,推进陆海统筹治理,开展了辽宁省重点流域入海河流和近岸海域总氮状况评估,分析了辽宁省河流断面水质污染补偿制度实施成效和存在问题,开展了辽宁省重点流域河流总氮浓度和通量变化研究、陆域河流总氮浓度与近岸海域无机氮浓度相关性方面研究,分析了总氮指标纳入河流断面水质污染补偿制度的可行性和必要性,提出了基于陆海统筹的河流水质污染补偿办法修订建议。
In order to achieve the goal of water quality in coastal waters,to promote the overall planning of land and sea,the assessment of the total nitrogen status of the seaward rivers and coastal waters in the key river basins of Liaoning Province is carried out,the effectiveness and problems of the implementation of the water pollution compensation system in the river sections of the province is analyzed,the studies on the changes of the total nitrogen concentration and flux of the rivers in the province's key river basins is carried out,as well as the studies on the correlation between the total nitrogen concentration of the rivers in the land and the inorganic nitrogen concentration in the coastal waters.The feasibility and necessity of incorporating the total nitrogen index into the water quality pollution compensation system of river sections are analyzed,and the revision of the water quality pollution compensation method based on the overall planning of land and sea is proposed.
