对口援青政策作出总结性调查有其特殊意义。对口援青的起源是立足于“民族平等”的民族政策和青海发展所面临的特殊困难做出的。对口援青制度包括受援双方结对体系、资源投入体系、统筹协调推进体系和项目资金管理体系,并在实践中趋于完善。对口援青产生了直接成效、潜在成效和附带成效,特别是在过去10多年的对口援青实施中,青海和国家其他地区之间的深度融合发展正在日益增强,绝对贫困成为历史的陈迹,青海各族人民的中华民族共同体意识也得到增强。然而,与内地特别是沿海地区相比,青海的经济社会发展仍然存在差距,并在局部地区和程度上呈现逐步拉大的趋势,同时国家在少数民族地区发展方面的目标仍然远未实现,继续实施对口援青有着必要性。

It is of special significance to make a survey on the policy of the partner assistance to Qinghai.The rising of the partner assistance to Qinghai is based on the ethnic policy of“Ethnic equality”and the special difficulties in Qinghai's development.The system includes two-party pairing system,resource input system,overall coordination system and Project fund management system,and it is becoming perfect in practice.There have been direct,potential and spin-off effects of the partner assistance to Qinghai.In particular,in the past 10 years or so,The deep integration between Qinghai and the rest of the country is getting stronger and stronger,absolute poverty has become a relic of history,and“A Community For The Chinese Nation”among the people of all ethnic groups in Qinghai has been strengthened.However,compared with the inland areas,especially the coastal areas,there is still a gap in the economic and social development of Qinghai,and the trend of gradual enlargement in local areas and degrees,at the same time,the integration of ethnic minority areas in the country's development is still far from being achieved,the continued implementation of the partner assistance to Qinghai is necessary.
