摘要
在新冠肺炎疫情的冲击下,城市如何应对危机并快速恢复已成为热点问题。以联合国教科文组织评介的疫情期间表现杰出的14个学习型城市为参考,剖析其在危机事件下的应对与恢复策略。分析发现,14个杰出学习型城市主要从城市规划、教育、文化、平等和包容、公共健康五个方面制定了相关策略,将其进一步划分为城市的总体规划、子系统的持续运行以及人文主义的维系三个主题。基于此,从总体机制的建设、子系统的强化和人文主义价值观的培育三个角度为我国学习型城市的建设提供建议,以期提升城市的危机应对与恢复能力。
Under the impact of the COVID-19 epidemic,how cities respond to the crisis and recover quickly has become a hot-issue.Taking the 14 learning cities with outstanding performance during the epidemic period recognized by UNESCO as a reference,this paper analyzes their coping and recovery strategies under crisis events.It is found that the 14 outstanding learning cities mainly formulated relevant strategies from five aspects of urban planning,education,culture,equality and inclusion,and public health,which are further divided into three themes of the overall planning of the city,the continuous operation of the subsystems,and the maintenance of humanism.Based on this,this paper provides suggestions for the construction of learning cities from three perspectives of the construction of overall mechanism,the strengthening of subsystems and the cultivation of humanistic values in China,in order to enhance the city’s ability to cope with crisis and recover from crisis.
