Quality Assurance System of the Application of Qualification Framework from the Perspective of Comprehensive Quality Management

资历框架已从理论研究逐步迈向实践应用,行业能力等级标准是资历框架实践应用的主要形式。目前,我国部分地区基于资历框架的等级标准,在多个行业建设并发布了行业能力等级标准。如何保证行业能力等级标准建设质量是关键问题,全面质量管理理论为行业能力等级标准质量保证体系建设提供了实践运行路径:构建内外协同机制,促进多元主体参与;构建运行机制,规范主体参与方式和内容;构建数据支持平台,实现资源充分共享;设计指导规范,落实过程与内容质量;构建反馈机制,完善内容并支持迭代。

The qualification framework has gradually moved from theoretical research to practical application,and industry competency level standard is the main form of practical application of the qualification framework.At present,some regions have esta-blished and issued industry competency level standards based on the qualification framework in multiple industries in China.How to ensure the construction quality of industry competency level standard is a key problem.The theory of comprehensive quality management provides a practical operation path for the construction of quality assurance system of industry competence level standard:building internal and external collaborative mechanisms to promote the participation of multiple entities;building an operational mechanism to standardize the way and content of subject participation;building a data support platform to achieve full sharing of resources;designing and guiding standards to implement the quality of process and content;building a feedback mechanism to improve the iteration of content and support.
