人本共富背景下浙江省社区生活圈规划建设对策研究

Planning and Construction Strategies of Community Life Circle in Zhejiang Province Under the Background of Humanism and Common Prosperity

社区生活圈规划是实现以人为本、共同富裕的重要抓手。当前仍存在重建设配置轻规划统筹、重设施配套标准化轻基于人口特征的异质化、重服务范围轻权责范围、重15分钟生活圈轻5分钟生活圈等问题。浙江省立足未来社区、5分钟生活圈建设理念,结合现状社区,提出三合一综合深度的城镇社区建设,构建了“现状评估—单元划分—建设指引”的规划框架,并从“人本共富的建设内容、弹性多样的建设模式、彰显浙江特色的营造策略”等方面提出生活圈建设对策。

The planning of community life circle is an important starting point to achieve people-oriented and common prosperity.Currently,there are still issues such as prioritizing construction configuration over planning and coordination,prioritizing standardization of facilities over heterogeneity based on population characteristics,prioritizing service scope over power and responsibility scope,and prioritizing 15 minute living circle over 5 minute living circle.Based on the concept of future community and 5-minute life circle construction in Zhejiang Province,we propose a comprehensive and in-depth urban community construction of"three in one"in combination with the current community,and construct a planning framework of"current situation assessment unit division construction guidance",finally we propose strategies for life circle construction from aspects such as"people-oriented and prosperous construction content,flexible and diverse construction models,and strategies to showcase Zhejiang's characteristics".
