“双碳”目标下绿色航运走廊建设研究

摘要 随着国家“双碳”目标的深入推进,航运业脱碳面临的考验与挑战逐步增大,构建绿色航运走廊越来越成为推动航运业脱碳转型的关键抓手与重要工具,为更加系统全面推进航运业脱碳计划创造了良好的试验条件与环境。在分析绿色航运走廊内涵与梳理国内外建设发展现状的基础上,剖析绿色航运走廊建设在政策法规指引、可替代燃料选择与价值链合作等方面存在的问题与挑战,并从完善框架体系、明晰替代燃料发展路径、建立零排放合作联盟、开展试点示范等维度提出建设绿色航运走廊的对策建议,以期为我国深入推进绿色走廊建设提供路径参考,更好支撑航运业实现脱碳目标。 With the deepening of the national"dual carbon"strategy,the challenges faced by the shipping industry in decarbonization are gradually increasing.Building a green shipping corridor has increasingly become a key lever and important tool for promoting the decarbonization transformation of the shipping industry,creating favorable experimental conditions and environment for a more systematic and comprehensive promotion of the decarbonization plan in the shipping industry.On the basis of clarifying the connotation of green shipping corridors and sorting out the current situation of construction and development at home and abroad,this paper analyzes the problems and challenges in policy and regulatory guidance,alternative fuel selection,and value chain cooperation in the construction of green shipping corridors.From the dimensions of improving the framework system,clarifying the development path of alternative fuels,establishing zero-emission cooperation alliances,and conducting pilot demonstrations,countermeasures and suggestions for building green shipping corridors are proposed,in order to provide a path reference for China to deepen the construction of green corridors and better support the shipping industry in achieving decarbonization goals.
