政府政策、村规民约对农村居民自愿生活垃圾分类行为的影响研究

Study on the Influence of Government Policies and Village Regulations on Rural Residents’Voluntary Domestic Waste Sorting Behavior

在对政府政策(沟通扩散型政策和服务型政策)、村规民约对农村居民不同类型自愿生活垃圾分类行为(自愿垃圾分类素养行为、自愿人际型分类行为和自愿公民型分类行为)的影响探讨的基础上,进一步分析了政府政策与村规民约之间的互动关系。研究发现:政府政策对农村居民自愿生活垃圾分类行为的影响存在差异。沟通扩散型政策对农村居民三类自愿生活垃圾分类行为皆有正向影响;服务型政策仅对自愿垃圾分类素养行为和自愿人际型分类行为有促进作用。村规民约有利于促进农村居民实施自愿人际型分类行为、自愿公民型分类行为。在自愿垃圾分类素养行为中,沟通扩散型政策与村规民约呈现出替代效应;在影响自愿公民型分类行为中,服务型政策与村规民约表现出互补关系。

This paper explores the impacts of government policies(communication-diffusion type policies and service type policies)and village rules and regulations on different types of voluntary domestic garbage classification behaviors(voluntary garbage classification literacy behaviors,voluntary interpersonal classification behaviors,and voluntary civic classification behaviors)of rural residents,and further analyzes the interactive relationship between government policies and the interactive relationship between village rules and regulations.The study found that:there are differences in the effects of government policies on rural residents’voluntary household waste classification behavior.The communication and diffusion policy has a positive effect on all three types of voluntary waste separation behaviors of rural residents,while the service policy only promotes voluntary waste separation literacy and voluntary interpersonal separation behaviors.The village rules and regulations are conducive to promoting rural residents’voluntary interpersonal and voluntary civic separation behaviors.In voluntary garbage classification literacy behavior,communication diffusion-type policies and village rules and regulations show a substitution effect;in influencing voluntary civic-type classification behavior,service-type policies and village rules and regulations show a complementary relationship.
