人工智能促进法律制度是俄罗斯以法定的促进原则、促进目标以及明确的促进手段引导、促进技术发展之法。促进原则指引具体制度的构建与完善,主要包括保障公民的基本权利、实现技术安全与主权以及促进技术创新与发展三大原则。促进目标明确具体制度的发展方向,主要包括增进公民福祉、保障安全与主权以及促进发展三大目标。在促进原则和目标的引导下,俄罗斯利用倡导性规范和鼓励性规范作为基础性促进手段,对相关主体进行引导与支持;以构建数字化创新与人工智能试验性法律制度作为创新性促进手段,为相关技术发展提供监管空间;以创制相关主体的义务性条款作为补充性促进手段,促进俄人工智能及相关技术的合理、合法发展。

Russia's AI promotion legal system is a combination of statutory promotion principles,promotion goals and clear promotion means.The promotion principle guides the construction and improvement of specific systems,including the three principles of protecting citizens'basic rights,achieving technological security and sovereignty,and promoting technological innovation and development.Among them,protecting citizens'basic rights is the primary principle and plays an important role in coordinating other basic principles.The promotion goal clarifies the development direction of specific systems,including the three goals of improving citizens'welfare,ensuring security and sovereignty,and promoting development.Among them,improving citizens'welfare is the fundamental goal and has more significance in guiding the development and reform of the system.Under the guidance of the promotion principles and goals,Russia takes advocacy norms and encouraging norms as basic promotion means to guide and support relevant subjects;uses the construction of digital innovation and artificial intelligence experimental legal system as an innovative promotion means to provide regulatory space for the development of related technologies;and creates mandatory clauses for relevant subjects as a supplementary promotion means to promote the reasonable and legal development of AI and related technologies.
