全过程人民民主是实现国家治理体系和治理能力现代化的重要制度依托。党的全面领导制度是全过程人民民主发挥其治理效能的根本制度保障,能够有效克服民主治理中存在的“资源整合困境”“集体行动困境”“‘公平—效率’平衡困境”,而全过程人民民主的深化与发展也完善着党的全面领导制度,二者有机互动,共同推动着中国特色社会主义制度更加成熟和定型。在民主治理实践中,党的全面领导制度具有政治领导力优势、组织协调力优势、制度执行力优势等多重优势,以其独特制度优势实现了党的全面领导制度的政治领导力优势全方位贯彻在全过程人民民主制度之中;党的全面领导制度的组织协调力优势全覆盖在民主制度建设的各个环节;党的全面领导制度的制度执行力优势保障民主治理目标的高质量实现,有效将党的全面领导制度的制度优势转化为全过程人民民主的治理效能。新时代,为了进一步提升全过程人民民主的治理效能,党需要从宏观层面对全过程人民民主的制度体系进行系统性设计,消除民主治理的体制机制障碍;从中观层面完善全过程人民民主的制度建设,推进全过程人民民主朝着制度化、规范化、程序化方向发展;从微观层面加强机制建设,将党的全面领导制度全面落实在全过程人民民主的治理实践之中,保障全过程人民民主治理效能得到有效发挥,为世界其他民主国家和地区的治理提供中国经验和中国范本。
