第一代农民工养老保险权益损失及其补偿路径研究

Research on the Rights and Interests Loss of Pension Insurance and Its Compensation Path of the First Generation Migrant Workers

第一代农民工为我国的社会主义现代化建设做出了巨大贡献,但其养老保险权益因种种原因遭受不同程度的损失,这些损失主要体现为参与损失、退出损失和转移损失三种典型样态,它们是政府部门、用人单位以及第一代农民工等主要责任主体共同作用的结果。因此,应当以中央政府推动与地方利益协调为总体思路,采取明确中央与地方政府在第一代农民工养老保险补偿中的责任内容、建立第一代农民工养老保险补偿基金、制定科学合理的补偿标准以及完善养老保险制度等一系列措施,以有效补偿第一代农民工的养老保险权益损失,促进社会公平与正义。

The first generation migrant workers have made great contributions to China’s socialist modernization construction,but their pension insurance rights have suffered varying degrees of losses due to various reasons,which are mainly reflected in three typical patterns:participation losses,exit losses,and transfer losses.These losses are the results of joint efforts among the main responsible parties such as government departments,employers,and the first generation migrant workers.Therefore,the overall approach should be to promote coordination between the central government and local interests,and to adopt a series of measures such as clarifying the responsibility between the central government and local governments in compensation work,establishing pension insurance compensation fund for the first generation migrant workers,developing scientifically reasonable compensation standards and improving the pension insurance system,in order to effectively compensate for the loss of pension insurance rights and interests of the first generation of migrant workers and promote social fairness and justice.
