乡村公共空间治理:空间规划与治理的融合路径

Rural Public Space Governance:The Integration Path of Spatial Planning and Governance

乡村公共空间是乡村生产、生活、生态空间的重要组成部分,对实现乡村人居环境和谐、空间公平正义以及社会关系凝聚有着重要的意义。乡村公共空间治理是落实乡村振兴战略的关键。从“空间—社会”互嵌视角出发,解析乡村公共空间内涵,并结合国土空间规划体系界定乡村公共空间的类型和范畴。基于对乡村空间规划与治理的现实逻辑分析,从公共空间治理缺失视角总结双轨制乡村空间治理呈现的治理边界扩大、治理权责模糊及治理功能弱化等问题,在此基础上提出以公共空间为接点,回应乡村空间规划与治理融合的现实需求,并探索乡村公共空间管控与建设、公共空间治理共同体构建以及公共空间治理功能再造的实施路径,为实现乡村空间治理现代化提供有力支撑。

Rural public space is an important component of rural production,life,and ecological space,which is of great significance for achieving harmonious living environment,spatial fairness and justice,and social cohesion in rural areas.The governance of rural public spaces is the key to implementing the strategy of rural revitalization.This article analyzes the connotation of rural public space from the perspective of“space society”interlocking,and defines the types and categories of rural public space in conjunction with the national spatial planning system.Based on the practical logic analysis of rural spatial planning and governance,this paper summarizes the problems of expanding governance boundaries,ambiguous governance rights and responsibilities,and weakened governance functions presented by the dual track rural spatial governance from the perspective of the lack of public space governance.On this basis,it proposes to use public space as a contact point to respond to the practical needs of integrating rural spatial planning and governance,and explores the implementation path of rural public space control and construction,public space governance community construction,and public space governance function reengineering,providing strong support for the modernization of rural spatial governance.
