国家文化出口基地作为推动文化贸易高质量发展的重要试验田,其所辐射的空间范围不断拓展,与城市特色和功能区作用愈加匹配,然而依然在突破产业边界、加强供需双向互动等方面存在不足,需要从区域和城市维度加强规划布局,更加重视改革的系统集成、协同推动及机制的创新完善。为了进一步推进国家文化出口基地高质量发展,可以将联动、集聚、融合、竞争和共享机制建设作为重要着力点,继续扩大联动机制的作用范围,强化集聚机制的功能和水平,拓展融合机制功能发挥的通道,开辟竞争机制作用新空间,增强共享机制作用的效果。为此,国家文化出口基地应在推动机制系统集成建设、加强平台经济支撑、强化数字科技保障、增强改革创新动力等方面持续发力,不断拓宽自身高质量发展的路径。

As an important experimental field to promote the high-quality development of cultural trade,the national cultural export bases have expanded their influence and increasingly aligned with urban characteristics and functional zones.However,challenges remain in overcoming industrial boundaries and fostering two-way interactions between supply and demand.It is necessary to strengthen planning and layout from both regional and urban perspectives,while placing greater emphasis on reform system integration,collaborative promotion,and mechanism innovation and improvement.In pursuit of high-quality development,national cultural export bases should put the emphasis on establishing mechanisms for the linkage,agglomeration,integration,competition and sharing.Furthermore,it is necessary to expand the scope of the linkage mechanism,enhance the functions and levels of agglomeration mechanism,expand the channels for integration mechanism to play their roles,explore new opportunities for the competition mechanism,and improve the effectiveness of the sharing mechanism.To achieve high-quality development,national cultural export bases must focus on promoting the systematic integration of mechanisms,strengthening platform support,enhancing digital technology guarantee,and fostering momentum for reform and innovation.
