化工园区水环境风险应急体系构建

摘要 水环境风险应急体系的建立关乎经济社会高质量发展。文章针对应急体系构建的突出问题,结合江西某化工园区真实案例,从环境应急响应方案的编制、响应方案联动、组织指挥体系建立、应急处置响应四个方面阐述了化工园区水环境风险应急体系的构建方法。结合园区特点,形成针对性的环境应急方案,提出特色的响应处置措施,实现了企业-园区-政府三级有机联动,大幅提高了应急救援能力,并利用数字化手段,搭建VR管理系统,加快应急响应速度,从而妥善应对处置突发水环境事件,守住环境安全底线。 The establishment of water environment risk emergency system is related to the high-quality economic and social development.Aiming at the outstanding problems of the emergency system,combined with the real case of a chemical industry park in Jiangxi Province,the construction method of the water environment risk emergency system of the chemical industry park was described from four aspects:preparation of environmental emergency plan,linkage of response plan,establishment of organization and command system,and emergency response.In combination with the characteristics of the park,a targeted environmental emergency plan is formed,and characteristic response measures are proposed,which realizes the three-level organic linkage between enterprises,parks and governments,it greatly improves the emergency rescue capability,and uses digital means to build a VR management system to speed up the emergency response,so as to properly deal with sudden water environmental incidents and hold the bottom line of environmental safety.
