高校学术期刊审稿专家库运行机制研究——以勤云采编系统为例

Research on the Operating Mechanism of the Reviewer Database of Academic Journals in Higher Educational Institutions——Taking the Qinyun Editing System as an Example

同行评议是高校学术期刊编辑出版流程中的重要环节。建设审稿专家库,优化审稿流程,是提高办刊水平和学术质量的重要举措。勤云采编系统的实证研究表明,高校学术期刊审稿专家库目前存在一些共性问题。通过优化审稿专家库的运行机制,建立审稿专家准入退出机制、稿件送审机制、质量评价机制与奖励机制等能够缩短审稿周期,提高审稿效率,保证审稿质量,从而实现高校学术期刊审稿工作的有序运行与高质量发展。

Peer review is crucial in the editing and publishing process of academic journals in high educational institutions.To improve the academic quality of publication,it is critical to build a reviewer database and optimize the review process.Taking Qinyun editing system as an example,mainly with the methods of investigation research and comprehensive analysis,this paper analyzes the common problems existing in the database,and puts forward the feasible measures of constructing the operating mechanism of the reviewer database based on Qinyun.To optimize the review process,it is necessary to establish a clear operating mechanism of the database,that is,to establish the entry and exit mechanism of the reviewers,the manuscript submission and review,the quality evaluation and the reward.By optimizing the mechanism,the review cycle can be shortened,the efficiency can be improved and the quality can be guaranteed,so as to fulfill the orderly operation of the academic journals and the high-quality growth of the overall publication.
