计划行为理论视角下农户参与农渠修建的意愿及其影响因素研究

Farmers’willingness to participate in the construction of agricultural canals and its influencing factors:A study from the perspective of planned behavior theory

农户参与意愿的形成和影响因素是决定公共物品供给和治理效果的关键。为探究农户参与村庄集体行动意愿的形成机制及其影响因素,文中以农渠修建为例,基于古浪县土门镇452份农户的调查数据,以计划行为理论为框架,通过结构方程模型进行分析。结果表明:1)农户参与农渠修建的意愿受行为态度、主观规范和知觉行为控制的正向影响,其中个人收益预期、家人或朋友态度以及信息透明度感知是关键因素。2)行为态度、主观规范和知觉行为控制两两相互正相关影响,表明农户对自身能力和资源的评估会受社会期望和他人观点认同程度的影响。建议政府和相关机构应改进信息传递和政策宣传方式,引导个体发挥主观规范的正向影响,通过提供农资补贴、低息贷款和技术培训等方式,提升农户参与农渠修建的意愿,推动农村可持续发展。

The formation of farmers'willingness to participate and its influencing factors are the keys for determining the supply of public goods and the effect of governance.In order to explore the formation mechanism of farmers'willingness to participate in village collective action and its influencing factors,the construction of irrigation canal was taken as the example,based on survey data of 452 farmers in Tumen Town,Gulang County,the framework of planned behavior theory was constructed,and the factors influencing farmers'willingness to participate in irrigation canal construction were analyzed through structural equation model.The results show that:1)Farmers'willingness to participate in the construction of irrigation canals is positively affected by behavioral attitudes,subjective norms and perceived behavioral control,among which personal income expectation,attitude of family or friend,and information transparency perception are the key factors.2)Behavioral attitudes,subjective norms and perceived behavioral control are positively correlated with each other,indicating that farmers'evaluation of their own abilities and resources will be affected by social expectations and the degree of other people's opinion and recognition.It is suggested that the government and relevant institutions should improve the way of information transmission and policy publicity,guide individuals to exert the positive influence of subjective norms,and enhance the willingness of farmers to participate in the construction of irrigation canals by providing agricultural subsidies,low-interest loans and technical training,so as to promote sustainable rural development.
