框架、困境与路径:加强和创新农村基层社会治理之思考

Frameworks,dilemmas and pathways:Thoughts on strengthening and innovating grassroots social governance in rural areas

随着农业农村现代化在乡村振兴战略下的全面纵深推进,农村基层社会治理迎来了新机遇,同时面临着新挑战,出现了新问题,加强和创新农村基层社会治理成为破解治理难题的关键一招。本文采用国家政策解读、理论文献分析和实践经验总结的定性研究法,从中提取核心治理要素,并从治理主体、治理机制、治理制度、治理平台和治理目标五个维度构建农村基层社会治理分析框架。以此框架剖析当前农村基层社会治理的困境及原因,针对困境问题提出加强和创新农村基层社会治理的路径选择。

With the comprehensive and in-depth promotion of agricultural and rural modernization under the rural revitalization strategy,rural grassroots social governance has ushered in new opportunities,but also faced new challenges and new problems.This paper uses the qualitative research method of national policy interpretation,theoretical literature analysis and practical experience summary to extract the core governance elements,and constructs an analytical framework of it for 5 levels:governance subject,governance mechanism,governance system,governance platform and governance goal.Based on this framework,this paper analyzes the current predicament and it causes of rural social governance,and proposes the path selection of strengthening and innovating it in view of the dilemma.
