我国农业保险高质量发展水平评价模型与实证研究

摘要 加快推进农业保险高质量发展有利于促进我国乡村振兴战略和农业强国建设,该文构建了基于政策文件远期目标的农业保险高质量发展水平评价模型,运用改进熵值TOPSIS灰色关联找到农业保险发展的关键因素,对我国各地农业保险发展水平实证分析。结果表明:我国农业保险发展水平受财政补贴效率、产业保障能力、农户福利水平、机构发展潜力四方面综合影响,近年来发展稳中向好,但个别因素稳定性低、波动性高。为加快推进我国农业保险高质量发展,更好服务我国“三农”,需明确发展短板,协同推进关键因素。 Accelerating the high-quality development of agricultural insurance is essential for promoting China′s rural revitalization strategy and the construction of an agricultural power.An evaluation model for assessing the level of high-quality development of agricultural insurance is presented.Based on long-term policy goals,and by using the improved entropy TOPSIS grey correlation,the key factors for the development of agricultural insurance is identified.The results show that the high-quality development level of agricultural insurance in China is comprehensively influenced by four aspects:fiscal subsidy efficiency,industrial security capacity,farmer welfare level,and institutional development potential.In recent years,the development has been stable and improving,but individual factors have low stability and high volatility.In order to accelerate the high-quality development of agricultural insurance in China and better serve agriculture,rural areas,and farmers,it is necessary to clarify the development shortcomings and coordinate key factors.
