基于完整社区理念的城市社区体检评估方法——以湖北省大冶市为例

The Evaluation Method of Urban Community Physical Examination Based on the Concept of Integrated Community:The Case of Daye City,Hubei Province

针对当前城市体检要求以社区为基本单元进行评估,但缺少城市社区体检评估方法及指标体系的问题,从完整社区理念出发,在总结完整社区的概念内涵、建设核心内容及评估需求的基础上,尝试从逻辑思路、技术框架及指标体系3个方面构建完整社区“三次评估”方法:通过初评获悉社区建设的基本情况,通过再评厘清社区建设与完整社区的差距,通过终评获悉社区设施供给与居民需求关系,并将评估结果用于指导完整社区建设治理和支撑城市体检评估内容体系的构建。同时,结合湖北省大冶市实践对“三次评估”方法进行印证,以期为我国中小城市完整社区评估工作提供借鉴。

Current urban physical examination is carried out with community as the basic unit,yet relevant methods and index systems are absent.With a conclusion of the conceptual connotation,core content,evaluation needs of integrated community,a"tri-evaluation"method is established based on three aspects:logical thinking,technical framework,index system.In primary evaluation,the basic information of community construction is acquired.The gap between current community and integrated community is revealed by re-evaluation,and the relation between community facility supply and residents'needs is defined in final evaluation.The evaluation results serve as a guidance for integrated community governance and a support for urban physical examination system construction.The"tri-evaluation"approach is practiced in the case of Daye city,Hubei province,and provides a reference for the evaluation of integrated community in small and mid-size cities in China.
