新型电力系统网络安全技术、标准体系协同构建的研究

摘要 新型电力系统是我国能源战略的重要发展方向,因此建立新型电力系统网络安全技术、标准体系整体框架意义重大。本文分析了新型电力系统网络监测难、存在数据安全隐患等5方面网络安全风险问题,结合新型电力系统网络安全标准研究现状,提出新型电力系统网络安全技术体系的“三道防线”总体思路和从网络边界安全防护、安全区域划分、可信接入等8个方面的网络安全标准体系构建的关键控制项,融合标准法律和政策法规,协同构建新型电力系统网络安全技术、标准体系的整体框架,以期为新型电力系统网络安全技术发展研究提供基础参考。 The new power system is an important development direction of China’s energy strategy.Therefore,it is of great significance to establish the overall framework of standards system of the new power system,and network security technology.This paper analyzes five aspects of network security risks in the new power system,including difficulties in network monitoring and data security risks.Combined with the research status of the new power system network security standards,the general idea of the“three defense lines”of the new power system network security technology system is proposed.The key control items of the network security standards system are constructed from eight aspects,such as network boundary security protection,security area division and trusted access.The standards,laws,policies and regulations are integrated to construct the overall framework of the new power system network security technology and standards system,in order to provide basic reference for the development of the new power system network security technology.
