高校图书馆年报机制的实践探索与理论发展

Practical Exploration and Theoretical Development of Annual Report Mechanisms in University Libraries

高校图书馆年报机制尚未成熟,在编制和公开方面都存在很多问题,相关学术探讨也较为缺乏。文章依循中山大学肖鹏副教授团队对学术图书馆体系划分层级概念,分别在每一层级类型中选取三所高校图书馆的年报作为分析对象,以探讨不同类型高校图书馆年报的发布意义,以及不同管理理念下年报内容的差异、对图书馆的未来发展和定位的导向性。研究认为:(1)应尽快制定年报编制的统一规范,通过构建高校图书馆的年报机制及年报发布平台,对年报的格式、内容、体例等加以规范管理及合理利用。(2)应尽快完善在信息公开等方面的法律法规,为年报机制提供相应的政策保障。(3)引领型高校图书馆在引领公众监督方面有不可推卸的责任,在图书馆年报机制领域应走在前列。

The positive development of the annual report mechanism in public libraries has prompted a focus on the development of annual reports in university libraries.However,the annual report mechanism in university libraries is still immature,facing numerous issues in both preparation and publication,with limited academic discussion on the topic.This article follows the classification concept of academic library systems by Associate Professor Xiao Peng’s team at Sun Yat-sen University,selecting annual reports from three university libraries in each category for analysis.The study explores the significance of publishing different types of university library annual reports,the content variations under different management philosophies,and their guidance for future development and positioning.The research concludes:(1)A unified standard for compiling annual reports should be established promptly,standardizing the format,content,and style,and utilizing them effectively by constructing an annual report mechanism and publishing platform for university libraries.(2)Laws and regulations related to information disclosure should be perfected to provide policy support for the annual report mechanism.(3)Leading university libraries have an inescapable responsibility for public oversight and should be at the forefront of implementing the library annual report mechanism.
