信用赋能社会治理:内在契合、发展限度与完善方向

Credit Empowerment in Social Governance:Intrinsic Alignment,Development Constraints,and Directions for Improvement

以“信用”为核心的“技术治理”为当前的社会治理结构和社会秩序带来了创新的空间和可能,以信用赋能社会治理、建设社会信用体系,对于推进社会治理体系和治理能力具有重大意义。“信用建设”建设是“八八战略”中浙江进一步发挥环境优势的重要方面,为“信用浙江”建设指明了方向。通过信用价值对社会治理需求的回应、信用工具在治理场景中的应用、社会信用体系在社会治理中的重要地位以及大数据与社会信用治理的融合发展,证明了信用通过数字技术赋能社会治理的内在契合性。但是,也要注意信用赋能社会治理在应用层面、立法层面、技术层面以及制度层面存在多维度的现实挑战和发展限度。提升信用治理能力、填补社会信用立法空白、尽力消除理性限度,应当成为未来一段时期内持续提升信用赋能社会治理的几个完善方向。故而文章提出,应当从完善“信用浙江”顶层设计、加强标准规范体系建设、增加“信用浙江”的可输出成果以及推动实现“信用浙江”双向赋能等四个方面做出努力。

The“technology governance”with“credit”as the core has brought innovative space and possibilities to the current social governance structure and social order.Empowering social governance with credit and building a social credit system is of great significance in promoting the social governance system and governance capacity.The construction of“credit building”is a key aspect of Zhejiang’s efforts to maximize its environmental advantages in the“Eight-eight strategy”,which has pointed out the direction for the construction of“Credit Zhejiang”.Through the responsiveness of credit value to social governance needs,the application of credit tools in governance scenarios,the significant role of the social credit system in social governance,and the integration of big data and social credit governance,it has been demonstrated that credit and digital technology are intrinsic alignments in empowering social governance.However,attention should also be paid to the multi-dimensional practical challenges and development limitations in the application,legislative,technical,and institutional aspects of credit-enabled social governance.Enhancing credit governance capacity,filling in the gaps in social credit legislation,and striving to eliminate rational constraints should become the directions for continuously improving credit empowering social governance in the future.Therefore,the paper proposes efforts in four key areas:improving the top-level design of“Credit Zhejiang”,strengthening the construction of the standard and specification system,increasing the exportable achievements of“Credit Zhejiang”,and promoting the two-way empowerment of“Credit Zhejiang”.
