摘要
海洋生态补偿对改善海洋环境、促进海洋经济可持续发展具有重要意义。文章采用2006-2020年我国11个沿海省(自治区、直辖市)面板数据,首先建立海洋生态补偿效果评价体系,并使用熵值法测算沿海各地区的海洋生态补偿效果,再运用DEA-BCC模型测算沿海各地区的海洋科技创新效率;其次,构建固定效应模型研究海洋科技创新对海洋生态补偿效果的影响,并检验海洋产业结构升级的中介效应。结果表明:(1)海洋科技创新对提高海洋生态补偿效果具有显著的促进作用,且该影响具有滞后性;(2)产业结构升级对提高海洋生态补偿效果有促进作用,且产业结构升级在科技创新对海洋生态补偿效果影响机制中发挥中介效应。
Marine ecological compensation is of great significance for improving marine environment and promoting sustainable development of marine economy.Based on the panel data of 11 coastal provinces in China from 2006 to 2020,the evaluation system of marine ecological compensation effect was first established,and the entropy method was used to measure the marine ecological compensation effect in coastal regions.Then,the DEA-BCC model was used to measure the efficiency of marine technological innovation in coastal regions.Subsequently,a fixed-effect model was constructed to study the effect of marine scientific and technological innovation on marine ecological compensation,and to test the mediating effect of marine industrial structure upgrading.The results show that:(1)Marine science and technology innovation has a significant promoting effect on the improvement of Marine ecological compensation effect,and the effect has a lag and persistence;(2)The upgrading of industrial structure can promote the improvement of the effect of Marine ecological compensation,and the upgrading of industrial structure plays a mediating effect in the influence mechanism of scientific and technological innovation on the effect of Marine ecological compensation.
